Say NO to Bill C-470
By Paula Attfield on November 24, 2010
You care about the charitable sector. Otherwise you probably wouldn’t be reading this blog.
Did you know, there is currently a private member’s bill in Canada that would cap salaries in the non-profit sector?
Is there a similar cap on government employees, or in any other sector? Hell no. So why pick on charities? Why try to fix a problem that doesn’t exist?
Recently, two friends and colleagues of mine, Gail Picco and Steve Falk launched a “Say NO to Bill C740” campaign. On their website you’ll find resources and information to help stop this bill.
Here are Gail and Steve’s six reasons to Say No to Bill C-470:
- This bill will inhibit the creativity, research and leadership that is required by not-for-profits to be successful in researching major illnesses, providing remarkable healthcare and overcoming social problems.
- This bill does not contemplate all the complexities of the sector and the oversimplification does a disservice, by implying wrongdoing.
- The donor, in the end, should decide who and what to support.
- It takes decision making power away from the community and centralizes it with the Federal Government.
- It impedes the ability of volunteer boards to succeed.
- 75 leaders in the sector signed a letter to the House Leaders explaining the unintended outcomes of this legislation.

Hey Paula,
Here’s an excerpt from an email I received in response to my article in Charity Village . . . . “my board just voted not to make a public statement about Bill C-470 . . . they’re afraid if they don’t they’ll criticized ad it will hurt the organization . . . Gail, please continue speaking out for those of us who can’t.”
Thank you Paula for speaking out as well!
